      <title>Swedish regime falling freely</title>

The move is the latest in a longstanding effort to crack down on online content and stifle bloggers, which are seen by the government-media complex as irresponsible anarchists in a traditionally unidirectional system governed by consensus policies. The action taken by &lt;span class="caps"&gt;FRA&lt;/span&gt; has also given rise to the latest in a series of protests in media and among blogs.

	&lt;p&gt;At the core lies an attempt to bring the national intelligence service up to par with modern technology, effectively allowing it to monitor the entire Swedish internet flow. A law to that end was passed in June by the Swedish rubber stamp legislature, the Riksdag, after several failed drafts. Four members of the center-right conservative Alliance government threatened to strike down the law in an unusual protest, but were eventually brought back into line by the party whip after a heated debate. Ultimately, only one member of the parliament had the courage to go against the government &#8211; as a result, she was bombed with flower bouquets by the populace.&amp;#8221;&lt;/p&gt;&lt;/p&gt;

	&lt;p&gt;Blogge Bloggelito is a well known Swedish blogger with strong libertarian believes. So far so good, he makes a reasonably fair description of the &lt;span class="caps"&gt;FRA&lt;/span&gt;-affair. He just stumbles on one thing &amp;#8211; ultimatly there was tre parties from the opposition opposing the &lt;span class="caps"&gt;FRA&lt;/span&gt;-legislation and one member of the majority voting against. 	&lt;p&gt;The three parties against the privacy violating law are the social democratic party, the greens and the left wing party (v&#228;nsterpartiet).&lt;/p&gt;</description>

	&lt;p&gt;The Institute is the venue for the &lt;span class="caps"&gt;SC36&lt;/span&gt; March 2007 workgroup and plennary meeting. This Sunday I have spent in workgroup 4 on Management and Delivery. Behind this title the work on &lt;span class="caps"&gt;MLR&lt;/span&gt; &amp;#8211; Metadata for Learning Resources. The discussion so far has been to some extend focused on questions about the framework &amp;#8211; but a little to much on the structure of the document and details.&lt;/p&gt;


	&lt;p&gt;Now &amp;#8211; at the end of the day &amp;#8211; the discussion moved towards more interesting things. What is the purpose of &lt;span class="caps"&gt;MLR&lt;/span&gt;, what should be mandatory, should anything be mandatory, which are the real value &lt;span class="caps"&gt;MLR&lt;/span&gt; can bring to the learning community.&lt;/p&gt;


	&lt;p&gt;Can you be conformant to &lt;span class="caps"&gt;MLR&lt;/span&gt; without using some mandatory &lt;span class="caps"&gt;MLR&lt;/span&gt;-element? For leagacy systems which uses other schemas perhaps the use of &lt;span class="caps"&gt;MLR&lt;/span&gt; would be just to add the specific learning information, not nessesary any mandatory, from &lt;span class="caps"&gt;MLR&lt;/span&gt;. This would suggest the &amp;#8220;user&amp;#8221; to create an application profile which consists of their legacy schema and part of &lt;span class="caps"&gt;MLR&lt;/span&gt;.&lt;/p&gt;

      <title>E-learning Nordic 2006 - Uncovering the Impact of ICT on Education in the Nordic Countries</title>
      <description>&lt;p&gt;The study we (together with the ministries/agencies in Denmark, Norway and Finland and performed by Ramb&amp;oslash;ll) recently published has now been granted some attention at the European level. There is now an article published at Insight.&lt;/p&gt;


&lt;p&gt;&lt;a href="http://insight.eun.org/ww/en/pub/insight/policy/policies/elearningnordic.htm"&gt;E-learning Nordic 2006 &amp;#8211; Uncovering the Impact of &lt;span class="caps"&gt;ICT&lt;/span&gt; on Education in the Nordic Countries&lt;/a&gt;: &amp;#8220;ICT has a positive impact on the schools&amp;rsquo; overall target
E-learning Nordic 2006 shows that &lt;span class="caps"&gt;ICT&lt;/span&gt; has a positive impact on the schools&amp;rsquo; overall target &amp;#8211; improving the pupils&amp;rsquo; learning. However, the study also shows that the full potential of &lt;span class="caps"&gt;ICT&lt;/span&gt; is not being fully realized in many schools. Teachers are mostly focused on using &lt;span class="caps"&gt;ICT&lt;/span&gt; to support the subject content. Still, a positive impact of &lt;span class="caps"&gt;ICT&lt;/span&gt; on teaching is also seen on pupil engagement, differentiation, creativity and less waste of time. The study also shows that the preconditions for using &lt;span class="caps"&gt;ICT&lt;/span&gt; for knowledge sharing, communication and school-home co-operation are at hand, and &lt;span class="caps"&gt;ICT&lt;/span&gt; is indeed being used for this in many schools. However the positive impact of this is as yet only moderate.&amp;#8221;&lt;/p&gt;

      <title>Bildt Comments: Something Rotten in the State of Sweden (4)</title>
      <description>&lt;p&gt;&lt;a href="http://bildt.blogspot.com/2006/04/something-rotten-in-state-of-sweden-4.html"&gt;Bildt Comments: Something Rotten in the State of Sweden (4)&lt;/a&gt;: &amp;#8220;Legal cases were opened &amp;#8211; with considerable publicity associated with them &amp;#8211; against three prominent representatives of the party.

	&lt;p&gt;The first is against no lesser person than Prime Minister G&amp;ouml;ran Persson himself.&lt;/p&gt;


	&lt;p&gt;For the time after he is Prime Minister he is busy building a rather impressive manor house in the countryside south of Stockholm. It is obviously more feudal than proletarian in inspiration. That fact in itself has been the subject of lots of comments.&lt;/p&gt;


	&lt;p&gt;But it now turns out that the building works &amp;#8211; done by a firm run by his brother &amp;#8211; has not been respecting elementary parts of the legislation for the protection and safety of the workers. And infringements are so serious that he will now be prosecuted for the violations of the law.&lt;/p&gt;


	&lt;p&gt;Needless to say, these laws are a key part of what the Social Democrats consider their contribution to a good society.&lt;/p&gt;


	&lt;p&gt;In my opinion, the case says more about the complicated laws than it says about the Prime Minister, but that&amp;#8217;s not necessarily the way the media sees it.&amp;#8221;&lt;/p&gt;&lt;/p&gt;

	&lt;p&gt;Interesting. I found earlier the comment from Bildt about the Palestine issue (or rather the absurd EU policy towards the democratically selected Palestine government) and that lead me to  this comment about mr Persson &amp;#8211; our Prime Minister. To my surprise I do agree with mr Bildt on both these issues!&lt;/p&gt;


	&lt;p&gt;I am sorry to say that despite beeing a social democrat myself mr Bildt is right about how we with good intentions made our legislation to complicated. This is not just the case only with the regulation protecting the safety of workers, its the same with for example the legislation about serving alcohol and running restaurants.&lt;/p&gt;

      <title>L&amp;amp;auml;rresursarkiv i Europa hopkopplade</title>
      <description>&lt;p&gt;&lt;a href="http://www.frepa.org/wp/2006/03/28/connecting-european-learning-resources/#respond"&gt;Connecting European Learning Resources&lt;/a&gt;: &amp;#8220;Last week I was at a &amp;#8220;Learning Resource Exchange Seminar&amp;#8221; aranged by the European Schoolnet (EUN) . The seminar gave a good overview of a couple of the &lt;a href="http://www.frepa.org/wp/go.php?http://www.europeanschoolnet.org/ww/en/pub/eun/projects.htm" target="_blank"&gt;European projects lead by &lt;span class="caps"&gt;EUN&lt;/span&gt;&lt;/a&gt; . A good summary of the seminar is avaliable at&lt;a href="http://www.frepa.org/wp/go.php?http://www.estandard.no/stories.php?story=06/03/28/6895370" target="_blank"&gt; Norwegian eStandard&lt;/a&gt; . Only in Norwegian I am afraid.

	&lt;p&gt;At the seminar we presented the &lt;a href="http://www.frepa.org/wp/go.php?http://fire.eun.org/" target="_blank"&gt;Fire system&lt;/a&gt; to which we have now connected &lt;a href="http://www.frepa.org/wp/go.php?http://scam.sourceforge.net/" target="_blank"&gt;&lt;span class="caps"&gt;SCAM&lt;/span&gt;&lt;/a&gt; . This means that &lt;span class="caps"&gt;SCAM&lt;/span&gt;-based archives can participate in Learning Resource exchange through Fire. The presentation was held by David Massart, Sylvia Hartinger and me. I think it went quite well..&amp;#8221;&lt;/p&gt;&lt;/p&gt;

	&lt;p&gt;Jag var ocks&amp;aring; d&amp;auml;r och kan bekr&amp;auml;fta att presentationen gick mycket bra. S&amp;auml;rskilt imponerande var det att se Frepa l&amp;auml;gga till en resurs i det svensak arkivet som sedan via en Fire-s&amp;ouml;kning hamnade &amp;ouml;verst i det gemensamma s&amp;ouml;kresultatet (svenska resurser kom f&amp;ouml;r &amp;ouml;vrigt &amp;ouml;verst varje g&amp;aring;ng d&amp;aring; v&amp;aring;rt arkiv &amp;auml;r snabbast p&amp;aring; att svara).&lt;/p&gt;


	&lt;p&gt;Jag rekommenderar ocks&amp;aring; den utm&amp;auml;rkta rapporten fr&amp;aring;n seminariet som finns p&amp;aring; norska &lt;a href="http://www.estandard.no/stories.php?story=06/03/28/6895370" target="_blank"&gt;eStandard&lt;/a&gt;.&lt;/p&gt;

      <title>Presentation of SCAM e-portfolio (e-portf&amp;amp;ouml;lj)</title>
      <description>&lt;p&gt;My friend and colleague Frepa has recently made a presentation in which he explains the information- and metadata structure in ePortfolios. The presentation is available at Frepas blog in pdf-format.&lt;/p&gt;


&lt;p&gt;&lt;a href="http://www.frepa.org/wp/2006/02/22/presentation-of-scam-eportfolio/"&gt;Presentation of &lt;span class="caps"&gt;SCAM&lt;/span&gt; ePortfolio&lt;/a&gt;: &amp;#8220;I held a presentation about &lt;span class="caps"&gt;SCAM&lt;/span&gt; ePortfolio at Ume&amp;aring; University today. The presentation was from a technology perspective, focusing on information- and metadata structure in ePortfolios as well as why standards are so important for interoperability and transferability. The objective was to point out that the right choice of technological architecture gives an added pedagogical value that would otherwise be lost &amp;#8211; despite providing the wanted functionality.&amp;#8221;&lt;/p&gt;
